The Ministry of Finance & Development Planning deemed 3rd party deductions made through the payroll system to be an administrative burden because of over committed salaries and numerous requests for deduction codes.

Client civil servant borrowers may have deductions from different sources going through the payroll. This meant that an import had to be done for each one of these deductions. In turn, the same number of files had to be created at the end of the payroll run. In addition, this resulted in too many print lines being used on the pay slips. Therefore, there was the need for deductions to be consolidated into one amount which is sent to the Ministry of Finance & Development Planning for processing.

BOTUSAFE was therefore set up as the Central Registry to act on behalf of 3rd party users of the Botswana Government payroll and the Ministry of Finance & Development Planning. BOTUSAFE Investments Pty Ltd has designed a system which consolidates deductions into one, (by omang number) before being sent for processing.
